2 key state departments recruit for section chief positions

Two large state departments are recruiting for leadership positions in technology.

The California Department of Health Care Services (DHCS) is seeking a chief (Career Executive Assignment) for its Technology Services Division of Business Operations within Enterprise Technology Services.

The Chief reports to the Chief Information Officer and plans, organizes, directs and evaluates the activities of approximately 300 staff and a varying number of consultants, depending on the job posting and statement of duties. This position is responsible for leading IT infrastructure operations; ensure the security of the DHCS technological environment; lead enterprise application operations, design and operation of state-of-the-art business applications; lead the management of critical data warehouses, analysis and reporting systems; provide essential customer support services; drive the solution architecture for the company; lead the governance processes of IT operations; and supporting a variety of clients in support of departmental business needs.

“A key objective is to help the department achieve strategic and tactical results through interactions between architecture, systems, projects, suppliers and government teams,” notes the job posting.

Desirable qualifications for the position include:

  • Demonstrated ability to manage large scale technology infrastructure operations in support of complex business operations.
  • Knowledge of application development methodologies necessary for the design, implementation and continuous improvement of large systems.
  • Knowledge of information security practices and solutions using these practices.
  • Knowledge of health-related IT systems and data.
  • Experience leading IT governance processes in support of strategic and tactical management of business solutions.
  • Demonstrated ability to work within a management team in support of a large, complex organization.
  • Knowledge of government policies, processes and procedures, especially those involving IT, budgets and related areas.

The position has a monthly salary range of $ 10,831 to $ 12,903, and the application deadline is January 10.

The California Department of Transportation (Caltrans) has started recruiting for a chief (IT Manager I) to oversee the Application Architecture and Bimodal Support section, which includes professionals responsible for “developing and maintaining an application architecture framework, guidelines and standards, and the rapid and innovative development of commercial applications using low code / no code platforms.

“The incumbent oversees a Caltrans application portfolio of more than 250 applications (and) leads proof of concepts built with Software as a Service (SaaS) and Platform as a Service (PaaS),” says the ‘job offer. “The incumbent makes recommendations regarding emerging technologies, future software development tools, platforms, services and strategies. The incumbent will manage agile teams to apply, implement and enforce agile principles and practices, facilitating continuous improvement and identifying and removing obstacles to achieve the desired business outcome.

The statement of duties lists the “core competencies” for the role, which include:
